It was, but there is a compatibility layer for Flash in modern browsers called Ruffle that can be installed.

I was doing some research yesterday cause I was curious and I did come across one that got made for phpBB 3.3 from JV-Arcade.

Very confusing but it looks like after registering on JV-Arcade the Arcade extension is actually hosted on a sister forum phpbbarcade.euroscadeaux.com
